The only exception which I have made is with regard to the sea wall and reclaiming at Kowloon a service which cannot be delayed without prejudice to the Crown.

The different services are divided under the respective heads of Maintenance for 1867 - Services Completed payment on account of which must be made in 1887 - "Works at Kowloon which cannot be postponed for reasons shown" - and Probable Expenditure by the Crown Agents in 1887 for Materials Already ordered from England, and not included in the above.
3. The total proposed expenditure amounts to $107,610; and omitting a sum of $33,300 for Works already completed shows a reduction on the sum voted for Public Works during the current year of upwards of $100,000.
Your Lordship is well aware that this temporary stoppage of the Public Works would not have been ordered had not such a course...
